Base: In a mixing bowl combine: 1/2 cup all purpose flour 3/4 Crisp rice cereal 1/4 tsp baking soda pinch salt 1/2 cup firmly packed brown sugar 1/3 cup butter or margarine melted Press into a greased 8 x8" baking dish and bake at 350 F for 10 minutes or until brown on the edges. Cool slightly.
Filling: In a saucepan combine 300 ml (10z) of sweetened condensed milk, 1/2 cup butter and 1/2 cup brown sugar. Over medium low heat, bring to a full boil and boil 5 minutes stirring constantly. Remove from heat and pour over baked crust. Spread over crust and let cool for about 15 minutes.
Topping: Melt 1/2 cups chocolate chips and stir in 1 1/4 cups of crisp rice cereal until cereal is coated. Using two forks spread over caramel layer and chill several hours to set. Cut into squares (small squares, as these are very sweet).
